Obstacles Remain for Humanitarian Assistance in Northern Gaza In Spite Of Truce

Even if the border entry point with Egypt opens this week, aid groups confront major challenges providing aid to northern Gaza, the territory most severely affected by hunger, analysts state.

Infrastructure Problems

Primary highways are virtually blocked due to extensive devastation across the war-torn region – or continue to be occupied by security personnel. Any vehicle that malfunctions is almost certainly instantly looted.

Zikim, the primary access route to the northern region, destroyed during multiple years of war, has been closed for several weeks, and government representatives have told aid groups in Gaza that there are no immediate plans to activate the border point, per reports from relief personnel.

Devastation in Northern Territories

The main city was the objective of a major Israeli offensive begun in August that was ongoing when the ceasefire deal was agreed upon recently.

Devastation in the northern area has been massive, with complete communities including local municipalities and adjacent communities in destroyed as well as many of the surrounding regions of Gaza City.

"Any activation of a crossing into Gaza is positive, but we need to guarantee we can help civilians where they are," said a policy expert from a humanitarian organization.

Aid Conditions

Observers said many of the estimated 300,000 people who have gone back to the northern area from the overcrowded coastal zone where they had been staying during the Israeli offensive were now "camping" among the ruins of their homes, often without any protection and with limited supplies or resources.

A representative from a humanitarian body said the destruction in Gaza City was "shocking".

"It is street after street, home after home ... there is extreme need for drinking water. The situation is dire. We need every border point operational," the spokesperson, who was in the northern city earlier this week, added.

Limited Access

A community leader based in the northern city said the requirements in what used to be the region's bustling commercial and social center were "overwhelming".

"We see positive expectation and hope but there needs to be rapid progress on the crossings. We haven't seen major improvement on the reality yet," the director stated.

"There remains a small quantity of support [and] we are only starting to comprehend the extent of damage. Numerous roads are completely covered in ruins ... there is hardly any residence that is safe. We see destruction and unexploded ordnance across the region."

Current Progress

Recently, aid agencies said limited amounts of necessary propane entered Gaza for the initial occasion in many weeks, along with shipments of wheat, cereal and fresh vegetables. The recent deliveries sent commercial prices falling.

Within a central community, a local resident said there had been some improvement since the peace agreement.

"The markets are stocked with food, fresh goods, and fresh fruit, although the costs are still high and not attainable for all people," the person commented.

Winter Preparations

"The primary requirements at present, specifically due to the arrival of the cold season, are to have a shelter to keep us safe from the cold and winter clothes because the markets do not have enough clothes for us or, if they can be found, they are extremely limited and very expensive."

Multiple internationally-backed bakeries in mid and southern regions have restarted operations since the peace agreement.

Support Transport

Vehicles were reported to have entered the Kerem Shalom crossing via the eastern border to Gaza during Wednesday, though specific quantities were uncertain.

Israel's public broadcaster reported that recent humanitarian shipments would include food, medical supplies, energy sources, cooking gas and tools to repair vital infrastructure.

"Relief supplies continues to enter the Gaza Strip through the Kerem Shalom crossing and other crossings after security checks," an military representative said.

Delivery Problems

But counting the quantity of vehicles could be deceptive, advised an expert from a relief agency. "We must determine the materials within the trucks and how full they are for it to be a genuinely useful metric," the official added.

Private companies are dispatching fleets of vehicles containing chocolate, carbonated beverages and light food, which have little nutritional value, while critical care for young people or others who have lacked proper sustenance for an extended period are scarce.

Treatment Conditions

In Gaza City, only seven healthcare facilities are functioning, compared with many in summer.

Numerous organizations have substantial resources of humanitarian goods stored around Gaza pending distribution. A UN agency supporting the population across the territory for many years has multiple months of supplies of food for the entire population in place to be distributed.

"We possess the supplies, the equipment and the expertise ... we just need the entry," said one aid worker, recently returned from Gaza.

Diplomatic Aspects

A diplomatic framework specifies that "comprehensive" aid should reach Gaza and be allocated through humanitarian bodies and humanitarian networks, without obstruction from any combatant organizations or government forces.

This seems to prevent the debated Israel-backed humanitarian organization which commenced activities in earlier this year, leading to disorderly situations and multiple fatalities as large groups of people congregated around its distribution sites.
